Thomas Wilson is a recruiter for the principal Lodge in London, and hence England, the British Empire and, indeed the World.
He is a former Officer of Her Imperial Majesty's Army, and lost his left arm in service.
In his position as recruiter, it is his job to gather those individuals that might have the potential to run their own Lodge someday. The more 'mundane' recruits are left to those who run the lesser lodges themselves.
